General Description and Classification Standards
Provide plan review services and field support in the Site Development Division of the Department of Watershed Management. Site Development reviews all the engineering design and construction plans for any and all private sector construction in the City of Atlanta that involves “earth disturbing activities.” Issues reviewed include, but are not limited to, stormwater management, sanitary sewer design and capacity, paving and grading. The scope of the review of the engineering design and complexity of the issues necessitate that the reviewer be highly skilled in all aspects of Civil Engineering – especially hydrology, hydraulics, and related issues.

Direction received is very general and focuses on end results and is typically collaborative in nature. Makes decisions on technical issues, diagnoses, or procedures in collaboration with supervisors or managers.
Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
Oversees designs, plans, and manages the scheduling of capital infrastructure projects; develops scope of work and cost estimates for projects while maintaining compliance with state, local regulations. Manages capital transportation, roadway, and trail projects for the City.
Oversees engineering surveys and studies, evaluation, and analysis of capital infrastructure projects to include reports, cost analysis, budget availability, and feasibility. Directs project field inspection and engineering staff, ensuring that project deadlines are met.
Reviews permit applications for appropriate erosion control measures, proper sewer connections to the public sewer, and proper grading and drainage of proposed work.
Represents the City of Atlanta as the owner’s representative Field Project Engineer for watershed project construction. Responds to emails and phone calls from citizens concerning stream buffer rules and regulations and assist them with the process of a buffer application.
Mitigates potential risks by incorporating clear and verifiable safety and quality requirements and procedures and enforcing the contract requirements for work plans, accurate specifications and safety.
Provides engineering surveying services to Department of Watershed Management as well as all other requesting City of Atlanta bureaus to support their operational activities.
Attend project status meetings, prepare bi-monthly, monthly & quarterly program and project cost reports. Formats and maintains bi-monthly project and award status reports utilized by the Director to determine existing and future project funding. Provides a quarterly update of program costs and publishes updates.

Specific Job Duties related to Site Development as listed below:
Review all aspects of engineer drawings, studies, hydrology reports, etc.
Provide written comments pertaining to review and permitting
Route plans through the review process by entering data in Accela permitting software
Enforce City of Atlanta Code of Ordinances concerning engineering design requirements
Enforce City of Atlanta and OCGA requirements for Best management Practices in Soil and Erosion Control, Floodplains, and Stream Bank Buffers
Coordinate with other City Department, e.g. Public Works, and Planning and Community Development
Coordinate with other agencies as necessary, e.g. Georgia Department of Natural Resources, Georgia Soil and Water Conservation District, County Health Dept.
Provide guidance to applicants on required standards
Provide guidance and advice regarding Easement, Right of Entry Agreements, access requirements, and Indemnity Agreements
Provide guidance and enforce City of Atlanta Bonding requirements
Perform due diligence of City records for sewers and drainage, connections to City Wastewater system
May assume management responsibility for the Site Development Division in the absence of other Managers.
